Description:This project was completed at the request of the Utah Department of Environmental Quality through a grant from the William and Flora Hewlett Foundation with assistance from the Energy Foundation. This report quantifies the avoided emissions potential from 16 of the strategies that the Blue Ribbon Advisory Council (BRAC) on Climate Change sent to Governor Huntsman for his consideration. This process was meant to be a quantitative companion analysis to the BRAC report to provide further groundwork for Utah's climate plan. In addition, it was to be used to help inform Utah's decision-making regarding its Western Climate Initiative goal-setting. In order to accommodate these decision-making processes, the Nicholas Institute (The Institute) provided much of this analysis to the State prior to the completion of this report.
