| In 1992, the Utah Legislature appropriated some funds for the Attorney General's Office to establish the Ritual Abuse Crime Unit and two investigators were hired The unit was empowered to investigate claims involving ritual abuse and illegal cult activity, and assist local law enforcement in handling these cases throughout the State of Utah. Lieutenant Matt Jacobson and Lieutenant Mike King were the investigators assigned to this unit. Following a year of investigation into individual cases, Attorney General Jan Graham instructed these investigators to meet individually with the State’s Chiefs, Sheriffs, Law Enforcement Executives and Lawmakers to discuss individual jurisdictional problems. The Ritual Abuse Crime Unit was housed with the Child Abuse Prosecution Assistance Unit which was set up as a support for local prosecutors. The Child Abuse Unit provided technical advice and instruction on child abuse prosecution and investigation of cases involving children. On request from the appropriate authorities, the Unit was assigned to prosecute and/or investigate child abuse cases occurring anywhere in the state. This 1995 report of the Utah Attorney General’s office closed a two-and-a-half-year investigation with two investigators of "over 125 cases of alleged ritual crime. In some cases, these investigations involved hundreds of hours of investigation and evaluation. In addition, the Unit investigators have met with hundreds of citizens who claim to be victims of satanic, religious, physical or sexually motivated ritual crimes. None of the allegations…. have resulted in prosecutions except for the case of the Zion Society in Ogden." The investigators used a broad definition of ritual ("any customarily repeated act or series of acts"), differentiated between ritualism and occultism, and described eleven different types of occult groups. |
