Pursuant to UTAH CODE §§ 65A-2-2 and 65A-2-4 and the implementing regulations of Utah Administrative Code (UTAH ADMIN. CODE) R652-90, the Division of Forestry, Fire and State Lands (FFSL or the division) is empowered to prepare and adopt comprehensive management plans for sovereign lands and resources. Given this direction, FFSL initiated the Great Salt Lake (GSL) Comprehensive Management Plan (CMP) revision process with interagency cooperation and collaboration, and open public participation. For the duration of the planning process, a withdrawal was ordered on the lakebed from new leasing and permitting until the completion of the CMP. The withdrawal did not apply to uses associated with boundary settlements, trails or lake access improvement, or activities associated with the protection and enhancement of endangered species. Existing leases and permits were allowed to be renewed or extended in accordance with UTAH ADMIN. CODE R652-90-700. The primary purpose of the GSL CMP is to guide FFSL, along with other local, state, and federal partners, in managing, allocating, and appropriately using GSL’s sovereign land resources. The GSL CMP clearly sets forth defined management goals, objectives, and implementation strategies for guiding and directing future resource management actions, activities, and recreation uses on GSL. In compliance with policy, procedures, rules, and statutes for comprehensive management planning, FFSL has completed the comprehensive management plan for the subject site. Therefore, FFSL issues this Record of Decision for the GSL CMP.
