Description:Pursuant to UTAH CODE §§ 65A-2-2 and 65A-2-4 and the implementing regulations of Utah Administrative Code (UTAH ADMIN. CODE) R652-90, the Division of Forestry, Fire and State Lands (FFSL or division) is empowered to prepare and adopt management plans for sovereign lands and resources. Given this direction, FFSL initiated the Great Salt Lake (GSL) Mineral Leasing Plan (MLP) revision process with interagency cooperation and collaboration, and open public participation. For the duration of the planning process, a withdrawal was ordered on the lakebed from new mineral leasing until the completion of the resource management plan. Existing leases were allowed to be renewed or extended in accordance with UTAH ADMIN. CODE R652-90-700. The primary purpose of the GSL MLP is to guide FFSL, along with other local, state, and federal partners, in managing, allocating, and appropriately using GSL’s mineral resources. The GSL MLP sets forth guidance and direction for future mineral resource management activities on GSL. In compliance with policy, procedures, rules, and statutes for resource management planning, FFSL has completed the mineral resource management plan for the subject site. Therefore, FFSL issues this Record of Decision for the GSL MLP.
